Virtual Convening | AI for State Capacity

Artha Global, Dalberg, and Project Tech4Dev co-organised a virtual convening on 25 June 2025, exploring the transformative potential of artificial intelligence (AI) in strengthening state capacity. The session brought together leading experts, practitioners, policymakers, and over 300 participants to discuss how AI can modernise government services, enhance decision-making, and build more resilient public institutions. 

The event opened with a keynote address from Shri Abhishek Singh, IAS, Additional Secretary, Ministry of Electronics and Information Technology, and CEO, IndiaAI Mission.  He shared insights on how AI finds real-time application in the functioning of the Government of India. He highlighted the role multilingual LLMs, such as ‘Bhashini’ and chatbots, play in building inclusivity and quality in service delivery to reduce the administrative load from public servants. 

We hosted two lightning talks featuring the AI products built for governments by Veddis Foundation and ARMMAN.  

Rajshree, Program Manager at Veddis Foundation, gave us a walkthrough of the journey from ideation to rollout of their product, ‘Kunji’—an AI-based WhatsApp chatbot designed to help government officials staffed on rural livelihood missions to quickly access, understand, and retrieve relevant policy information on their smartphones. She presented on Kunji’s real-time impact on last-mile government officials delivering targeted services. 

Next, we had Amrita Mahale, Director of Product & Innovation at ARMMAN explained the challenge of high-risk pregnancies and how their product, which supports frontline Auxiliary Nurse Midwives using AI-powered voice messaging, can improve maternal health outcomes , especially in underserved communities.
